Mission: Designated to publish outstanding articles about Neurology and Neurosurgery with the objective of satisfied the need of professional and new information, and potentiate the development of both specialties. It includes original articles, case presentation, literature review, historical articles, correspondence and other sections related with neurological and neurosurgical practice.

Readers and authors: Specialized medical staff (neurologists, neurosurgeons, neurophysiologists, neuropediatrics, neuropsychiatrics, neuropsychologists, neurorehabilitators, neuro-nurses), non-specialized medical professional (family physician, internist, intensivist, and others), and medical science students with an interest in neuroscientific specialties.

Frequency: biannual. It publishes two issues a year, the first covers from January to June, and the second from July to December. The continuous publication system is applied and each issue closes at the end of its period.

Peer Review Process

The journal uses double-blind peer review, whereby author(s) and reviewers remain anonymous to each other. Each manuscript related with the sections previously stated is reviewed by at least two reviewers selected by the editors for their expertise in the topic treated. All reviewers are volunteers, and are required to adhere to Reviewers Conflict of Interest Policy stated in Revista Cubana de Neurología y Neurocirugía publication norms. The journal is continually updating its roster of peer reviewers; we welcome peer-reviewer recommendations. If you would like to become or recommend a reviewer, please contact the Director.

This is an Open Access publication under the terms of the Attribution 4.0 International (CC BY 4.0) license, unless any additional indication is made.

The user at no cost and without asking prior permission from the publisher or the author, is free from:

Journal scientific quality policies

Compliance with the following criteria will be taken into account by the journal editorial team:

  1. All issues must be published on time. Articles can be published as soon as they are accepted.
  2. Minimum percentage of authors, associate editors and arbitrators with foreign affiliation: 30%.
  3. For a main author the limit is one (1)
    article by published number, and as co-author
    up to two (2) articles in one issue, except for the editorial team member who is limited to one (1) per issue as author or co-author.
  4. Maintain at least a semi-annual frequency and 20 articles per year.
  5. The self-citation rate should not exceed 20% in one year.
  6. More than 75% of the articles must be works that communicate original research results.
  7. More than 75% of the authors will be external to the editorial committee and virtually unrelated to the magazine's editorial organization.
  8. Quarterly execution of regular virtual sessions, and enhance the use of social platforms (Twitter, LinkedIn, Facebook, and Mendeley).

Editors and advisors functions policies

The specialized editors carry out the scientific-technical evaluation of the article before its edition by the publisher (ECIMED). Article allocation rates are applied taking into account the complexity of the work, number of pages, type of work, and qualification of the specialized editor.

The specialized editor will publish at least one article per year in the magazine. The names and institutions of each will appear on the legal page of each number. It is emphasized that it is currently a voluntary job because no remuneration (salary) is received based on the contribution in quality and quantity. Nor is an employment contract established with the publisher. As compensation for the work of the specialized editor, it is estimated that the sponsoring organizations may provide: 1) Working time fund per month (From 8-32 working hours per month), 2) Full internet access with high speed, and 3) Reduction of 30-50% of the registration fee for the scientific events it sponsors.

Director (Editor in Chief)

It is the main position of the magazine. The Director is the one who supervises, guides and approves the entire editorial and publication process. He is in charge of complying with the policies and procedures for the different roles of the magazine. Assumes general responsibility for the scientific and editorial quality of the journal.

The director of the journal is responsible for promptly complying with the specialized evaluation of the article (within three months), periodicity (two issues per year) and, whenever possible, the publication of 20 scientific articles per year. Decide the final acceptance or rejection of the article to be published.
In addition, communicate each accepted article before publication to all members of the editorial team.

He is a specialist professor designated by the sponsoring entity or entities. He works in office for two years. After this period, the Director agrees with the governing body of the sponsoring body the delivery of the position and will allow an overlap period of at least six months where the new Director acts partially. In general, working in this position requires having previously passed through the positions of Editors, positions that allow obtaining the necessary experience and skills.

Associate / Deputy / Executive Editor (Deputy Director)

The associate / associate / executive editor is more focused on working with the chief editor in managing editorial content. This is one or more specialists in the discipline or branch to which the publication is dedicated. Depending on the characteristics of the journal and its complexity, the degree of dedication to the editorial work (title) will be: 1) Assistant Director, 2) Associate / Associate Editor, 2) Executive Editor (ECIMED Editor).

They are responsible for proposing or executing the measures and actions that lead to the development of the publication. They carry out the tasks assigned by the Director and the Deputy Director replaces him in office in the event of temporary unforeseen events (Director in charge).

Section editor (Assistant editor)

It is designated annually and is maintained or removed from office according to the degree of collaboration. He is responsible for promptly complying with the evaluation of the article and the assignment of the external review by peer experts (within one month). It proposes to the board of directors of the magazine the decision regarding an article. A successful collaboration involves evaluating at least six articles per year.

The section editor will be recognized when the Director of the journal receives in time and accepts the final evaluation of the article. If the evaluation is rejected, the established recognition does not proceed until it is reconsidered and accepted. When the article is written in a foreign language, a special recognition will be made.

Ombudsman

Acts as a mediator between authors and the Editorial Office. The Ombudsman can investigate editorial process: delays in peer review, challenges to publication ethics, and cases of editorial bias. The Ombudsman will address the editorial process and will not handle complaints about the substance of editorial decisions, criticisms regarding editorial content, or accusations of scientific misconduct.

The complainant should contact the Editorial Office first to resolve the problem. If the complaint is not resolved by contacting the Editorial Office, the complainant may contact the Ombudsman (Current President of Cuban Neurology and Neurosurgery Scientific Society).

Forms of communication

Good working communication between members of the publishing team is required. The meetings or sessions of the publishing team can be: 1) Ordinary, and 2) Extraordinary. The first are those that are developed on formally set dates with a defined agenda. Extraordinary sessions are those that are developed without pre-set dates to assess specific aspects. Both are convened by the magazine's board of directors. They can be made virtual with email exchange and video-conferencing.

The regular session of the magazine's publishing team takes place every three months in the year: March, June, September and December. It has as its agenda information to all members of: 1) Published Jobs, 2) Accepted Jobs (in edition), 3) Work under review, 4) Pending assignment work, 5) Active editors (number of papers reviewed in the quarter for each), 6) Active reviewers (with their corresponding data), 7) Comments (deficiencies, proposals, important aspects), and 8) Proposals for agreements. The agreements are established by a majority vote. It's a useful opportunity to report on the number to be published, ask questions, and capture ideas related to the magazine's policies, challenges, and upcoming editions. Accepted articles are appended prior to publication.

The participation of editor team members in events is a key way to establish additional contacts and strengthen relationships.

Sources of Support

The magazine has no sources of economic income. Therefore, the author is not charged or charged for the editorial processing and/or publication of the accepted article. The reader is also not accepted financial income. In addition, no advertising service is supported.

The Cuban Society of Neurology and Neurosurgery is responsible for revalidating the registration of the journal in the National Register of Serial Publications (RNPS) by providing the sum corresponding to 60 pesos (national currency) by the magazine and another 60 pesos (national currency) by the Website.

Journal History

REVIEW OF THE HISTORY OF THE JOURNAL


It is the official publication of the Cuban Society of Neurology and Neurosurgery. Its implementation begins to be managed from the Neurocuba Congress 2009. It was registered in the National Register of Serial Publications on March 4, 2010 and its first issue was published in 2011. Its first director was Armando Felipe Morán PhD and the edition was run by Pedro Luis Rodríguez García MD. Subsequently, Rodríguez García was merged into head office.


During the period the journal was certified by CITMA as a Scientific-Technological Serial Publication with code 1 592 414. In addition, its contents were included in the Medigraphic, Dialnet, EBSCO (Academic Search Premier and MedicLatina) databases, and Imbiomed. The journal appears in the following catalogs: National Library of Medicine (ID: 101623961 [Serial]), SeCiMed, BVS, Latindex, SHERPA-RoMEO, University Library Network (REBIUN), MIAR, and DOAJ, and in Google Academic and Microsoft Academic search engines.

In 2018 the "Editorial Ciencias Médicas" officially assumed the edition of the journal maintaining as director Rodríguez García and as editor Amaya Santana Delgado Msc. In the second half of 2019, Ramiro J. García García PhD assumed the direction and Santana Delgado manteined as editor.
